they are npcs' located around specific towns (henesys is the only location I can think of...)
it says "tempest shop" beneath their names. You can get tempest coins by accepting quests like "windy gale gourd" or "hunt 200 monsters" that give you 1~4 tempest coins each.

the tempest coin shop - I don't know about making mesos, but it can help you get decent scrolls and equips that will help you start a a-new
for training, go to aliens (located in NLC)
