There are forces at work that you do not quite understand yet.
Nate, get a Musashi hat and scroll it for weapon attack. Then Chaos it.
Musashi can be easily obtained daily. So don't need to waste mesos on that.
Not sure how to obtain weapon attack scrolls for armor anymore since Tempest coins aren't obtainable anymore.

im not getting an empress hat, also should i go for a tradeable one or non, i havent seen a good tradeable one, probably the best ive seen in a vellum hat 15% ish
godly = well scroll and potted.
It doesn't mean just get a random hat cube it so it look legendary
