Would it be better if i get a full empress set with potentials and a scrolled empress gun or will it be better to get individual equips with a scrolled loveless gun?

Would it be better if i get a full empress set with potentials and a scrolled empress gun or will it be better to get individual equips with a scrolled loveless gun?

Obviously a fully scrolled/potentialed empress set, outside of Fafnir/Tyrant.
And by fully scrolled, I mean decent attack on each piece too.
