Best dagger I can get for 3bil?

Hey guys, just a simple question I want to know.

What's the best I can get for 3bil? Or should I scroll my own weapon instead? (gm scrolls, etc.)
What kind of daggers are there as well? I am not aware of anything above Reverse weapons since I'm a returning player.
