Questions about the quotbeating the heat eventquot

So...im a lvl 159 and i was reading the event requirements and it said that to be able to collect the necessary materials, all monster will drop them, except for the monsters that are 11 oe more lvles below u, or 21+ lvls above you. I have only been to the ToT once on this account and ive only killed about 50 in the first room. So how am i suppose to get the ingredients for the sundae if there are no monsters that are in my lvl range that i can access easily?
