how does people go about making big purchases
for example, let's say i'm looking for perfectly scrolled empress 1h mace or axe
how do i find a person that's willing to sell?
and once i find that person, how do i pay him/her if it cost more than max meso?

Well, in scania I often see people using the 4% all stat neb as a part of purchase(1.4b each)
Use Collateral.
Trade them Max Mesos + items that cover the rest of the cost, then buy those items back one at at time at an agreed upon value.
