Ive got like 1b to upgrade stuff
So, pretty simple. I'm trying to figure out how best to increase my damage for 1b, and I am not quite sure how to do so.

9 attack raven boots, no pot (yet)

11% luk stormcaster 26 attack
8 attack MoN (LOL)
22%luk 22 allstat HTP
13%luk earring, no stat
5 attack 9luk shoulder, no potential possible
5attk 7allstat evo 2 ring
10 attack 10allstat evo 3 ring
3 attack 6 allstat 5%crit gratias ring
10 attk DABR
95 attack 18luk craven, 6%luk, +12 attack
Totals 83% luk and 239+2%attack, for 243/244
I genuinely have no clue what to even start with, I just came back to the game. Is the empress set still the best thing to work towards?

I would suggest getting the Leafre Codex set and getting a new MoN.

Like, I can cube my claw myself, how much is it gonna cost to get a perfect empress with no pot?
I'd use at least part of that money to make more money before you start spending it all. Your glasses, belt and shoulder would be the first things to upgrade given they either have low 5 luk or no pot. Upgrading the claw is a given, but I don't think you can afford a godly claw (120+ att) with just 1b, so that would have to wait until you saved up more.
empress set (6 items) gives 45 att, 20 allstat and 30% boss so it's good for mid-funded people
the cape is normally 1.2-1.5b but for thieves it's like 50m cause empress drops it (others need to be crafted)
Get a 9%luk belt for 400m, 6%Luk ring for 200m, 3%Luk shoulder for 100m and sell the craven and get a GM'd empress claw.
Edit: that claw can go for around 1.2-1.5b
Anyone know how much I could sell my claw for?
Craven to a empress would be a good start
and also go on another CWKPQ n try getting 11+ atk on MoN
