I have 3.8bil and dont know what to buy.
all i have is:

3 "3" attack rings
tempest set
3% attack dragon emblem
Tempest set(belts 3%str, shoe 30str)
11atk 14 str cape (snow fur lump)
face accessory 15str 3atk
eyes 2 str 2 attack

Get full Empress, 12%earrings, a MoN, evoring III 10, 6%belt and 1%nebs for everything. Then, scroll the empress with chaos scrolls with your remaining money. If you manage well, you can get all of this for under the budget you have set.

The most important thing is to get a end game sword if you're willing to stay with kaiser for a long time. So you can Gm scroll a battle scimitar with 3b, then as you move along in the game upgrade your gear slowly, that's what I did. Just make sure to balance your % str and attack.
