as I recall, when the evolving system came out in KMS, the empress shoulder came out with it. Will that still be true for GMS?

That's probably a typo.
But a thing like a new weapon is just too important to be left out.
I could be wrong, but I think it should be mentioned if it comes out this patch.

If it was actualy added to the game, it should be noted there.

It's implied.
Well it says that the evo world will have quests so you can hopefully assume that the shoulder will be implemented.
