I see hearts such as Star's heart (11 slots) with 110 attack and some all stats per scroll too. Which scroll are they using...?

I'm not sure if this is the question you are asking, but you can use almost any scroll on a heart, so, people used Weapon scrolls from previous events (the same type you are supposed to use when perfecting an endgame weapon).
Prime Anniversary scrolls. No longer buyable.
