Not a common staff. It's for magicians only.
so far, the only common staff is the Snowflake staff , but i believe its yet to be found by anything currently
Both the Heart Staff and Heart Wand are wands. A blunder on Nexon's part.

If you can anvil a staff on a wand, then that may work, but I don't think you can.

@ilikefoodand if ur referring to those nx-look-alike weapons that u get from monster drop or the teapot thingy, nope, they are still class specified
