Is my system too slow? I lag a Lot

So let's get my system straightened out.
I'm running an old *** Dell Dimension E510
It runs on a Intel Pentium 4 630 clocked at 3.0 GHz.
Cache memory of 2MB
And RAM memory of 2GB DDR2.
Running on Windows XP SP3.
My graphics card is an integrated: Intel GMA 950 Dynamic Video Memory Technology 3.0 with 128MB memory (I'm using the standard VGA port)

I lag out every time I'm in town, forcing me to force quit Maple. Probably because of all the NPCs around as I don't lag in regular maps.
I get tons of lag spikes when I train @ SH and HoH.
And it is impossible for me to stay in Channel 1 as it again...Forces me to end maple.
When I'm in town and I freeze up, my computer's fan spins up and my CPU usage sky rockets.

I never had this problem a few months back (other than being in Channel 1).
I was wondering what I could do to improve performance.
Is it my graphics card that needs to be improved?
If so, I was thinking about grabbing a 1GB 64-bit DDR3 PCI Express 2.0 x16 off Amazon and throw it in my tower.
I figure I have enough RAM memory since when i'm running Maple, I'm only using about 1gb out of 2gb of RAM.
Or is it my processor? If so, I just need a new computer... Lol.

To answer your original question more completely:

Since you are already acknowledging that Sandy Bridge and Ivy Bridge runs Maplestory fine, there is no need to worry about a dedicated graphics card, since the integrated Intel HD 4000 is already enough. Unless you're like Zelkova and buys a $400 card just to play maplestory (I joke, I know Keith does a lot of rendering and other games as well)

Most laptops nowadays have Ivy Bridge or Sandy Bridge, clocked at anywhere from 2.0-3.6 GHz (depending on your included overclocking system). Desktops are a bit trickier, since you have to buy and install the processor separately (and, considering that your machine is ancient, you'll probably have to replace the motherboard as well since it doesn't have the right socket for the newer CPUs). Try and stay away from AMD fusion and stuff like that because they suck.

Let's talk RAM. RAM is somewhat important in running lots of tasks at one time. Considering that you're mostly (I'm assuming) going to be playing Maplestory, maybe some word processing and web surfing, 4GB should be plenty. You don't need to worry about the frequency rates of the RAM if you're not a hardcore gamer.

So to sum up:

Your problem is probably arising from varying degrees of suck within your computer. I suggest looking into getting a new computer altogether. Why not? It would cost the same to upgrade your current parts anyways.

Tons of people are having those problems, just to let you know. Hell, I'm experiencing the same symptoms and my computer ain't even old. Hime even [url=http://maplestory.nexon.net/Community/#%2Fshowthread.php%3F646483-Experiencing-High-Latency-Post-Here%26nxid%3D6]made a thread about it[/url] because the developers were trying to figure it out. tldr don't chuck your computer just yet.
