There are two different ways to get it. Either be lvl 15+ or 75+. At 75+ it takes a bit longer since you have to go through the entire resistance quest chain.
The level 13 alliance quest. Once you get the quest you have to talk to cygnus(don't know the spelling ) then you have to break the stone things at the mine where Bele teleports you after you talk to cygnus(again i do not know the spelling) and she gives you a level75 crossbow and the snow white coupon.

@jorrik Any idea what the quest is called? I can't find it on my wild hunter. There isn't a lightbulb or quest icon above my head either.
