How to boot my computer if it wont start vista
Every time I try starting it, it ends up at some blue screen that has a message something along the lines of "if this is your first time seeing this, then restart the computer. If not try using safe mode." I was able to go into safe made and then restarted the computer and it worked fine, but now I can't even go to safe mode because I would always end up at that blue screen again. Any tips, thoughts and/or ideas? Much appreciated

A repair install is done by just reinstalling the OS, while keeping all data on the partition intact. Install the OS, then migrate all data of the same partition to the new installation and it should all run normally. It can resolve 99% of all cases.
Note that this is different to clean install, where you wipe the whole partition clean. I wish you all the best in repairing your Windows.

what's a repair install? and I'll try the windows disc thing
Probably some drivers gone bad. Is a virus attack a possibility? Corrupted system files will lead to BSOD's. If you cannot boot in safe mode, your best bet would be to insert your Windows disc, run system restore from there. If that doesn't solve the problem, do a repair install.

not at all. I know it's not a hardware problem because my brother ran linux fine on it!
