phantoms arent thiefs?

i was talking to arec (old dude who starts zak prequests) in attempt to start the zak prequests but he da tell me to talk to the "correct" elder. i tried to talk to all of dem but they da tell me the same thing. who the [b]F[/b]iretr[b]UCK[/b] am i supposed to talk to. i cant start zak prequest without "speaking" to my so-called elder.
