Nexon's patch note mention the spawn rate decreases but the JMS's kishin Shoukan says it increases spawn rate.

its just worded in a way that sounds like it makes spawns take longer
its really saying the spawn time that it takes for a single mob to spawn decreases say a nlc alien takes 10sec to spawn after x amount is killed it decreases it to 5sec
so the spawn rate is faster (tho i can tell it is indeed faster i have no idea how much faster it is the message above was a basic example)
but yah spawn time lowering =/= spawn rate increasing
like a cooldown skill decreasing the time lets you use it sooner (map spawns mobs sooner)
It increases spawn amount, not necessarily the time required for them to spawn from my experience.
