Fuse meaning item fusion, not anvil fusion.
Item fusion is done through alchemy, you get two identical items and fuse them together to create another that may be over average.
They do NOT expire. In the patch notes, it says the BOX will expire on 4/23. No where does it say the ITEM will expire. plus, people have fused the items they got from the box, proving they DO NOT EXPIRE
