Well, yes there's "willful stupidity" where you know something but do the wrong thing either on purpose or out of laziness (which is what I imagine the TS was getting at), but there's also very definite physiological "stupidity" where a person's intellectual capacities are below what is considered "normal" .
Wilful stupidity is pretty much a choice. Physiological stupidity is not.

It's OK TS, you were just born that way. It's not your fault.
Some people are just born without any common sense and/or school abilities.
