I don't know why you are saying you can't repair them. If it's not working right now, it's probably a glitch that will get fix eventually.
I wish that you could get empress boxes that have a slight chance of emp gear with a slight chance of abilities like that

Afaik, its every type of weapon lvl 100-110.

Hey im a bit lost here. Haven't really been on Maple for awhile. Are these the new free cubes or something from the newest patch update? Or how do you get these type of pots on those gears?

There is no ability for ee's on the weapons, just 100% scrolls pass or next tier rank as far as i know.
