It has to be after a certain amount of stats before they change. It varies from item to item. As for your greyed out items, other stats affect the color, not just one stat.

Some of the other stats may be underaverage
as for your earrings I believe it is in the 1bil range

i know i have other clean, above average equips and i don't think any of them are blue. what about those? and my chaosed 5 atk witch belt is greyed out even though i'd consider it above average.

The staff you have equipped on the right, the 99 atk one, is below average, which is why it's greyed out and not white. The average attack for a magicodar is 103. So the 106 atk one is above average, which is why it's blue. You can achieve the same color by scrolling an average one. The higher the attack from its base stats, the more the colors will change. Each color represents its tier in stats, blue being the one after white.
