You talk to your job instructor for a skill called "Empress Might" to collect lunar dews (which have a very low drop rate), then after that you unlock a new quest from your instructor to get nameless darkness (which has pretty much the same drop rate as the lunar dews), this skill will give you lvl 1 Vampire (or the class respective skill), then you must do the quest 4 more times to level the skill to lvl 5
You can get the skill by doing an unnecessarily long quest line which requires you to gather 20 Lunar Dews and some odd number of Nameless Darknesses, both of which are said to be harder to find than Peridots. You can also create an Ultimate Explorer, which requires a 120 Cygnus or 100 Mihile and a less-aggravating quest line which requires you to gather 5 Peridots.

Well he's hella unlucky since I used to get 1 per hour or so on normal drop

I managed to get all 50 in 6 hours total, on x12 if i remember correctly
It was back when nexon had a x3 event for a few days straight. xD
