Uhh you need the 'key' to enter it btw.... which cost 5mil.. LOL
i cant seem to find it...... T_______T

I think i saw it at the end of the Mines (Black Wings Hideout) Just look around the World map on there for it im sure i saw it somewhere.
go to the map Gelimer Research Lab : Security system research 3
and there is a hidden-street on the top left of this map
that's where you go for the advancement
