no its not a cashstore.
basically, there's an NPC who sells items which you need tempest coins.
how you get coins - Nexon will supply you coins in various tasks/quests, I'm sure they'll do the daily coin thing.
Edit: well there'll be two NPCs, one sells mastery books and such, the other sells armour and such.
We got it this patch I believe.
Its basically the renegades store I think, but instead of a bunch of weapons its armor?
Or like the homecoming store
You have to get Tempest coins.
