It will stack, and is definitely worth it if you boss a lot.

so should i tade my perm cloud coupon for 25% bossing neb
Bossing stacks Every line of potential, bonus potential, inner ability, secondary weapons, nebulite, skills, etc... They all add together.
Why would it not stack the first place?
Are you planning on ever using the soaring skill? If not, yes the trade is worth it if you boss a lot.
