Hi I hit level 200 today, and I was wondering how I could get this skill? Am I supposed to finish a questline in order to unlock it? Help would be appreciated!

i think it lasts for 40 minutes and the cooldown is 2 hours

It increases ATT and M.ATT by 4% I believe. Everyone in the map receives the buff.

Isn't it already there in your first skill tab? I got it at 200, without doing any particular quest I think. Btw, congrats on 200!
