This is how the new acc system works. For every level you are under the monsters level there is 5% miss rate. for example. If I was level 95 and the monster was level 98, I would miss at a 15% rate. The lowest level pirate is level 103, nine levels above you so you would be missing at a 45% rate. Hope this helped.
