Grand Athenaeum, level lock?

So for the V tracker I need to finish the Grand Atehnaeum, but when I get up to the Ephenia stage, she says you need to be level 100 to do the quest, even though I'm level 152. Any idea on how to get around this one?

There should be a light bulb quest above your char. It's the pre-quest before you talk to Ephenia

I've had this glitch too... not sure how I fixed it. What I did was I left the Athenaeum and did other things before returning. Try also going to the right portals if that didn't help.
