What kind settings can I expect from this rig?

Intel Core i5-4670K Processor (4x 3.40GHz/6MB L3 Cache)
8 GB [4 GB X2] DDR3-1866
NVIDIA GTX650 Ti

I want to run at a smooth 60fps+

For games like:
League of Legends
Blacklight Retribution
Black Ops 2
Starcraft 2
Skryim
Farcry 3

Don't you mean the Thermaltake Evo Blue 2.0? There haven't been a proper review on it yet, but it should be the CWT PUQ-G unit. It's indeed a solid high-end unit; however, it cost $159.99: http://www.newegg.com/Product/Product.aspx?Item=N82E16817153181

It's rather expensive in comparison to other comparable unit. The [url=http://www.amazon.com/Lepa-G750-MAS-80plus-Certified-Modular/dp/B0090JKL1K]Lepa G750-MAS[/url] also is based on the PUQ-G platform and it cost $139.79 at Amazon. The [url=http://www.newegg.com/Product/Product.aspx?Item=N82E16817139010]Corsair HX750v2[/url] is also a PUQ-G build unit, and it cost $129.99.

Either way, the power draw of the 660Ti is THAT much. Chances are, he may be able to reused his current PSU.

Get the CM Evo Blue 2.0 gold certified 750w PSU.
It supports anti-surge and it can provide an extra 100w of power if you turn on the turbo. Its amazing. I'm using it and it isn't too expensive

i have an i5 3570k @4ghz w/ an ati 6870 and skyrim runs on highest settings npnp @ 1920x1080

also,, if the 1866 ram is exceedingly expensive, i wouldnt get it. i honestly cant tell the difference when i ran 16 gb of 1866 vs my 16 gb of 1600 mhz ram

If you're getting a 650Ti, you should get a 650Ti Boost. And, if you're getting a 650Ti Boost, you should get a 660.
