Don't you mean the Thermaltake Evo Blue 2.0? There haven't been a proper review on it yet, but it should be the CWT PUQ-G unit. It's indeed a solid high-end unit; however, it cost $159.99: http://www.newegg.com/Product/Product.aspx?Item=N82E16817153181
It's rather expensive in comparison to other comparable unit. Either way, the power draw of the 660Ti is THAT much. Chances are, he may be able to reused his current PSU.

i have an i5 3570k @4ghz w/ an ati 6870 and skyrim runs on highest settings npnp @ 1920x1080
also,, if the 1866 ram is exceedingly expensive, i wouldnt get it. i honestly cant tell the difference when i ran 16 gb of 1866 vs my 16 gb of 1600 mhz ram

If you're getting a 650Ti, you should get a 650Ti Boost. And, if you're getting a 650Ti Boost, you should get a 660.
