My wind archer gets hurricane but only 20 can I use a hurricane mastery book 30?

does that mean she will have an extra 30 sp at the end? sorry but i never used a mastery book
Wind archers get hurricane but at 20
Wind archer's should be able to get lvl 30 Hurricane upon receiving the skill.
