My level 80 thief pants : 24luk 3L legendary 9%all, 9% luk for his
Strigeman pants level 90
3L unique 9% all, 6% dex, scrolled +21dex and 350m for mine
If not how much more should he add?

Not sure. But imo, legendary > all, and yours has 18% luck, whereas his is 15% dex. We can assume that...costing nx to cube from unique to legendary, plus the extra %... i'd say yours is worth 1b more than his.
