@ZetraDedd Relog on that character, if the Admin pops up offering to give you a rust remover, then accept it. For some reason one of my characters was missing a few events until I accepted it so that might be it.
It also might be that you somehow already accepted the quest but lost the feather. check your in-progress quests and forfeit the "Everyday Happytime" quest if it's on the list, but you don't have the feather. That should let you get the feather so you can start the quest.
