Try to get it. I think you can still get a level 17 one. See, when you just get the ring, you stay on for an hour, and it automatically turns into the evolving ring 1. Then, from this point on the procedure is different, you get a box in the set-up inventory and after an hour it turns to a potion. You give that potion to Gaga, and he upgrades it.
