All you have to do is talk to the 4th Job instructor after you've done your 4th job advancement, the guy in the leafre area. You can get it whenever you want after your 4th job adv, 170% speed as well
what if you already did your job advance, is it still obtainable?
You get it from Samuel as soon as you job advance. The quest for it that is, and its free
