ANY lvl 40[previously cygnus couldn't] can fight astaroth, but what i'd like to know, seeing as WH are bowman and battle mages are magicians, can they use their respective demon hats if you SoK them from another character

I think you need to clear this up. If Resistances can't get the quest to get a Demon hat, how can they Astaroth or even hunt for demon equips?
I just made a Lvl 15 bowman, and got myself a Hat. From SoK'ing it.
