Not really. Crits were nerfed too hard.
As a MM, I got 1 into Snipe, Pierce, US, FP, DB, and MMB and then 6 into SE. Now I'm maxing US and then Pierce to 21.
SE was really only good because crits were so good and also, because bossing was a good way to level. Now it's not so much the case outside of early 4th job, as I hear.

Nope, still the same no matter when you add to it.
