As we all know, you can't exchange mastery books for pirates right now. When will nexon fix it because I need to max majestic presence.

They might not do it at all. Make a thread on their official forum and get a ton of people to bump it. That worked for a lot of problems previously (character slot malfunction, etc.)
For now, all we can really do is send tickets, even if there's a good chance it won't change anything. It's better than doing nothing.
