I just realize I never seen an actual Black Tinker Belt in FM. Is it like over 10b to sell it or something? Is that the reason?

Well the two set bonus for black tinkerer belt/shoulder beats tyrant belt/any shoulder (assuming you don't ee the tyrant past 7 stars) combination so it's not worthless. But it's far too difficult to obtain.
Tyrants are cheaper.
