The Returner's package had a perma transparent hat bundled up up with all that gacha/coupon junk during the event. You could have brought that for 24k instead of gambling on a bunch of surprise boxes.

No, because at casinos, you know you can get money or lose all your money.
Cash shop surprises give you items, you know you can get permanent stuff and really nice items, but they "forgot" to tell you you can get useless stuff.
