Presidential Election Quest Bugged for Legends?

So, I want to do the presidential election questline for the cape/chair. I can do the first few ones, but when I get to the one where you have to kill Zeno, I can't go into the portal. I can't do this with my cannoneer and the same thing happens with my merc. Is this a problem for legends only, or is anyone else having this problem? Or am I just doing something wrong?
