I was wondering which elemental staff is best for an Evan, I have an over-advantage elemental staff 8 right now.

o.o you hold the so much rarer e staff 5 and you want e staff 6
as far as e staffs go... mage wise and evan wise they are becoming more and more outdated
newer staffs with set effects: empress sorta, loveless, new 150 set staff m.att+set effects are stating to beat e staffs bonuses/m.att
and in terms of levels most of them you can use at lower levels (hopes for nexon to update e staffs effects/m.att for its level req to use)
more becoming just a collectors item

No. Not really. Not if you want to train. That 25% damage penalty on Blaze and Flame Wheel is A LOT. It can mean the difference of adding or subtracting about 100k (more or less depending on your range and how much damage you do normally) of damage per line on blaze and flame wheel.

It would, it'd give a 10% bonus to chain lightning's damage and 5% to glacial chain. Although in all honesty, using the wrong elemental staff isn't that much of a crime as an Evan because only the mobbing skills are affected.

there's the option to use Elemental Reset and forgo the dmg modifiers.
5 or 6 indeed... and i wouldnt use a es8.. it decreases your damage by like 25%
