Issue upgrading rings on april fools day

I am farming rings and i missed a few characters yesterday because i was pretty busy, and today i tried to upgrade my rings on my characters and found that those who got their upgrade yesterday are unable to get the upgrade today and i mean i it was definately yesterday (like 1AM PST) and i am unable to get it today over 30 hours later... However i did find that those who did not get the ring yesterday were able to upgrade their rings today... making it seem that only those who did not upgrade their ring yesterday (the last day of march) are able to upgrade it today (the first of april)... The only thing that i can think of is that Nexon is pulling a April fools day "prank" but who knows... if it is, its a REALLY crappy "prank"... If i am unable to upgrade my rings today, i will miss out on quite a few level 17 rings... making the last 2 weeks a complete waste >_> Is anyone else having this issue?
