If you have player1 who's a cleric, AND player2 who's also a cleric, both in the same world - then yes, they can both be used in the same deck. Each character gets a card that can only be placed in one deck. jut like RL cards.

2 decks: 3 cards in each. Click on what chars u want to be in that deck and the stats each individual card gives will appear in the box below. If you get a set of cards that gives a bonus then that'll appear there too. The character cards don't just go towards one individual character, but to all your characters on that world.
character cards works per server, not per character. On the character selection screen there is an option "Character cards". Pick it and create your deck. I think your characters appears only if they are level 30+ (I'm not sure though, wait for others to comment).
