oh man if what everyone else sees what you see than i'll be looking weird as hell from now on because i have a little stache going on. a 13 year old with a stache = my style hahahaha
Personally I think you looked better before you cut your hair because you look very childish now and you just seemed older (not more mature, older). You went from maybe 16 or 17 looking to around 13 or 14.
You need a haircut that can define your face because youre face is a bit chubby, if your face was longer or more defined i think you could pull off short hair or hair without bangs.

edit: @above really? D: i got like 3 inches cut off. maybe its cause my hair was all poofy and fuzzy in that picture 'cause i took a shower today. o-o

but I guess you go up by 1 point, in a scale of 10. Not mentioning where you started cuz u may get hurt =D
