The range of my db is 2800-3200 and he hits only 1.5k in each hit of fatal blow

Because Fatal Blow got nerfed. It's pretty much useless until you get CoH now...
For 1v1 attacks, you should use either Upper Stab (spam) or FaBs combo (which, amazingly, outdamages Fatal Blow).
Don't worry, everything else got buffed. (Except Triple Stab and Thorns, but Triple Stab becomes almost obsolete and Thorns doesn't get nerfed by too much.)
