Could someone explain how does Valentines day work?

Since I'm not originally from North America, in the country where I used to live they used a different approach to the holiday, and I was too young to care. I have a couple of questions:
What does it mean when you ask a girl to be your valentine? Is it a temporal thing for the day, or another way of asking her out?
Is asking a girl out the same as asking a girl be you valentine?

I've never actually seen anyone say "be my valentine". Usually people just use it as an excuse to man up and ask a girl out, and if you already have a gf you're obliged to take her out today.
