Which ring is better?

The Lighting God ring or Superior Gollux Ring?

I agree, although for high funded people, I am somewhat suspicious and cautious as the amount of items required and replacement cost is somewhat high. To me it just seems like a sucker power creep that Nexon can pull off quickly. All Nexon has to do is release the Heart Pendant which is a superior item and Gollux equips would be a waste time and money. This would be because you would have to sacrifice a Superior item (Belt or Pendant) and those Superior items plus the Kritias set effect would destroy the Gollux set effect.

I have no clue wheter we will get that heart pendant and I also don't mind power creeps. But I do kinda have issues with the potential of 1 item wiping out the funding thrown into 4 items. All I am saying is if you are funded, approach carefully.

Edit: That's ignoring the implications of DoM Pendants

Gollux for efficiency LGR if you like effects. Gollux has a higher potential than LGR however.

Ideally, why not both?

Depends.
Both rings are in the 3rd tier, dunno if there is a magic 4th tier ?
Gollux ring has base att on it which you could chaos to enhance more, while a lightning god ring doesn't but a passive 12 or 16 att ?

It ultimately comes down to whether you have the funds to cube/ chaos / looks.

Probably Superior Gollux Ring because it has more slots and attack on it.
If I were to be given either item for free, I'd choose the LGR though just for that awesome effect (and it's more expensive).
