Car accident? who has priority?

Say for example, at an intersection with three lanes, on all streets, one for left turn, and two for going straight. as one car entered the intersection for a left turn, another car on the opposite side of the intersection comes in the intersection forward, coming in from the lane closest to the left turn lane. and they crash... to make it a little more understandable, the left turning car was on, lets say, the bottom street, and the incoming straight car is on the top street, on the lane closest to the left turn lane on the top street. after the crash, they both claim that they had the green light/arrow signal on them.
who has more priority to cross the intersection? the car going forward, or the car making the left turn?
i asked this question to someone and that person said that the left turning car is more at fault, and that the straight incoming car has the higher priority.
what do you guys think? im asking this everywhere

Well if there is no Green Arrow, then the person making a left turn has to yield always to oncoming traffic.

One of them is lying.

EDIT: actually, I will assume that either the 1 turning left is a newbie, or he doesnt know traffic rules.
If the Green left turn arrow is on, then it would be Red light for the straight line.
My guess is that the left turn green light is actually a "turn when safe" light. The person turning left has to turn when its ... safe ... and let cars going straight go 1st

do you mean the arrow showing as green or was the entire light green?

if the entire light was green then the person going straight has the right of way first and the person who is turning has to yield.

They probably review the traffic light to see who actually had a green light.

If you have the [Green] <- (arrow), then the car going straight is at fault.
At any other time, the 1 turning left is at fault
