Read the thread from the beginning. Someone asked if using a chaos scroll would add attack. He answered based on only if they just used chaos scrolls, not if they successfully used an attack scroll then chaos scrolled the item.

Base stats can mean clean.
Obviously, if they chaos'd a clean one, it won't add attack because there is no attack in the base stats. However, if they scrolled one to have attack, then used a chaos scroll, it may add more attack. It also may take it away.
So Do i Use White Scrolls To Try To Make It 100% Scrolled ?
chaos wouldn't give them any attack because they have no base attack to begin with
the ~30 atk ones are hacked
15% accessory atk scrolls will add atk to a clean one tho
