They can be repaired. Many, including I, have repaired them.

I've made my Tempest Ring Epic and that's it. Looking for more answers.

odds are it doesnt effect bonus potential as bonus potential is called bonus potential
not just potential idk i haven't seen anyone with bonus on one them higher then rare
