I see the gear giving like 1-2 m.att per piece. So I don't think 10 m.att would make much of a difference, I definitely don't think it's worth the hundreds of mils.
I'm currently using a Blue Czar scrolled for 22 int, it's potted but it's crap pot. My gloves are 8 m.att clean. My Targa hat gives 19 int clean. My shoes are the Crimson Maple ones.... but I can easily craft Neli Shoes and get 1 m.att from those. 9 m.att cape (scrolled) and I have a partially scrolled Purple Gaia Cape, 5 m.att and 2 slots left. The biggest bonus I can see if the +stats from the equips. My weapon is the only thing I can see that's replaceable. It's scrolled, max level and 150 m.att :

But would the money spent on Empress Gear be worth more then scrolling my current clean equips?

Are the 4 set pieces clean better then 6~9% on each none empress pieces?

Seeing as your a mage your missing out on lots seeing as you cannot get a good top/bottom combo. So empress set would be much better. So much more att/magic att on them

So only consider it if I'm getting the whole 6 set?

I see these things are they are incredibly expensive and I don't feel like buying them. They only set that actually looks nice IMO is the Pirate set. But realistically speaking I would probably have to get the 5 set because the capes are so hard to find. Is the +2 all skills and whatever the other thing is worth it?

imo, its too expensive to get empress gear with good pot again.. and the overall isnt too diff items so you can only pot with 3 lines instead of 6 which is another con in empress gear other than that weapons are nice and helms have att

You are missing around 30 MA/WA and 30% Boss Damage by not getting an Empress set. Also, you are missing the individual benefits of each piece you don't have.
IMO it's not worth spending the cost of a few atomic bombs just to get the above.
